July 11th, 2014 Annual Membership Meeting

The Annual Membership Meeting was held on July 11th, 2014 at the office of Sutherland in Atlanta, GA. GERA was pleased to host guest speaker Dave Lekson from the Savannah District USACE. Topics discussed at the meeting included the new proposed Waters of the US rule and how to improve mitigation banking techniques and success.

In addition, Matt Peevy (Mitigation Management) and Larry Jordan (JLJ Mitigation) were elected to serve on the Board while Brian Estes (Georgia Power) and Aaron McWhorter (Soque River) were re-elected to serve another term.

Magnolia Swamp Service Area Amendment

The Savannah District USACE (hereafter USACE) approved an ammendment to the Magnolia Swamp Mitigation Bank Sevice Area in September 2013. This approval changes the primary service area of the bank to the entire upper Flint River Watershed and the secondary service area to the entire lower Flint River Watershed. GERA met with the USACE to discuss concerns regarding the technical ("granfathering") and financial implications of changing the service area for an approved bank.

GERA Uses Educational Outreach Funds to Sponsor/Partner with the Atlanta Botanical Garden's Urban Wetland Restoration Program

GERA in collaboration with the NFWF Five Star Restoration Program is partnering with the Atlanta Botanical Garden to aid in Urban Wetland Restoration with an emphasis on Monkey face orchid (Platanthera integrilabia) recovery. GERA donated $2500 to the program in 2013 and will provide volunteers to help carry out the restoration activities.

The annual membership meeting will be held on Tuesday, July 16th at the offices of Timbervest in Atlanta, GA, beginning at 10 AM.

2012 Annual Members Meeting

The 2012 Annual Members Meeting was held in Savannah, Georgia on August 22, 2012. This year the meeting was held in concurrence with the Georgia Environmental Conference at the Savannah Hyatt Regency. GERA proudly sponsored the event under an early session sponsorship. The annual meeting included discussions on a variety of topics including updates to the stream buffer variance program, SOP comments, and changes to the In-Lieu Fee program. In addition, David Crosby with the USACE spoke to the membership on a variety of regulatory updates.

Educational Outreach Budget

The Technical Committee has established a $5,000 recurring annual budget for educational outreach activities. This budget solidifies GERA's commitment to "promote high quality ecosystem restoration through regulatory standards and scientific research" and would better equip the Technical Committee to explore potential outreach initiatives within the industry.

EPD Revises Mitigation Guidance

The Georgia EPD has recently updated its Stream Buffer Guidance and the changes are in effect as of January 2011.

One of the most significant changes to the document is the replacement of onsite/offsite mitigation requirements with new language requiring applicants to purchase credits from USACE approved mitigation banks.

Included as an appendix to the guidance is a Standard Operating Procedure for calculating the number of stream credits needed to offset buffer variance impacts.
